Wildfire Black Box · Comparative evidence study · 6 November 2026
Palisades and Eaton began during the same January 2025 wind episode. Their documented early operations differed. Woolsey adds a regional precedent for comparing how a rapidly evolving incident was observed and how evacuation actions were recorded.
Three incidents on a common clock
Each window starts at the incident register’s recorded start and ends six hours later. All dates below use Pacific Standard Time (UTC−08:00). The clock reference is a published incident time. Physical ignition and first observation can have their own timestamps.
| Incident | Window | Clock source |
|---|---|---|
| Palisades | 07 Jan 10:30–07 Jan 16:30 PST | Recorded start |
| Eaton | 07 Jan 18:18–08 Jan 00:18 PST | Recorded start |
| Woolsey | 08 Nov 14:24–08 Nov 20:24 PST | Recorded start |

What the comparison establishes
Two clocks for alerting. The Palisades county order at +01:22 is a documented transmission for East Sunset Mesa. The Eaton +01:08 entry is documented in the narrative as a direction to send and in the appendix as issuance. A 14-minute difference in those entries describes source timestamps with different semantics and geographic scopes. To compare warning performance, the next evidence needed is a matched zone-by-zone log of decision, transmission, receipt and action.
Weather context and observation capacity. The NWS regional history identifies a strong offshore wind episode for January 2025. The county review records aircraft grounded early at Eaton. The Woolsey county review records a reconnaissance flight at roughly +05:36 and lists Cheseboro observations at 21:00, or +06:36, outside its window. These records establish a regional analogue and an operational contrast. A quantitative match would require matched station exposure, sustained winds, gust averaging, relative humidity, fuel conditions and matched observation windows. West Altadena shows why event types matter. The 2025 review records a 22:50 call suggesting fire west of Lake Avenue and discusses the uncertainty of that observation. The 2026 county summary separately gives an approximate main-front crossing time for a defined segment. The 03:25 messages and the 05:13 crossing are both after the six-hour cutoff at 00:18. A reported observation, spot fire and mapped main-front crossing describe different events. They cannot establish what every household received or when each address came under threat. Evidence limits and version notes
- The Eaton appendix graphic shows 18:17. The incident register and county overview give 18:18, the clock reference used here. Adopting 18:17 would add a minute to each Eaton elapsed time.
- The rows are selected documented events. Their coverage varies by agency, channel and geographic footprint.
- This comparison makes no incident-wide claim about warning receipt, decision quality or evacuation effectiveness.
