Does 100% containment mean a wildfire is out?
No. Containment is a perimeter-status measure; it does not mean every burning or hot area inside the perimeter is extinguished.
Containment reports the portion of the fire perimeter where control measures are expected to stop further spread under current conditions. It is an operational assessment tied to line status and incident conditions.
