What is one-hour timelag fuel moisture (1-h tl fm)?
NWCG defines one-hour timelag fuels as dead herbaceous material, roundwood less than about one-quarter inch (6.4 mm) in diameter, and the uppermost layer of needles or leaves on the forest floor. Their moisture content is represented by the 1-h TL FM class.
The timelag concept is an idealized response scale used in fire-danger and fire-behaviour systems. Actual fuels are influenced by radiation, shading, precipitation, ventilation and material properties, so the class should be treated as an operational model of response rather than a stopwatch.
Why it matters
Fine dead fuels often carry the earliest and fastest-moving surface fire. Because their moisture can change quickly with humidity, sun, wind and precipitation, 1-h fuel moisture is commonly important in short-term fire-danger and fire-behaviour context.
It is a fast-changing dead-fuel moisture indicator for grasses, needles, leaves and very small twigs. “One hour” is a timelag-class concept, not a promise that every fuel reaches equilibrium in exactly 60 minutes.

1-hour fuel moisture as a fast-changing incident variable
The fine fuel bed can become much more receptive during a hot, dry afternoon even if larger dead fuels have changed little. This is one reason short-term fire-weather changes can matter quickly in grass, needle litter and other fine-fuel environments.
