Pont de Vilomara Fire 2022 — The River Park protection window

Bages · Catalonia · Spain · 17 July 2022 · Bombers incident 222309838

At the Pont de Vilomara fire, Bombers reconstructed about 14 hectares burned in the first 15 minutes and about 100 hectares before the end of the first hour. Their report puts fire impact at River Park about two hours after the start. The final mapped size, around 1,697 hectares, gives the scale of the event. The first two hours explain why the response had to make protection decisions at the level of individual neighbourhoods.

Why the protection window narrowed

The GRAF analysis dates the start to 13:04 on 17 July. It describes an afternoon wind from the sea channelled up the Llobregat valley, lateral openings in the terrain and multiple spot fires as convection developed. River Park lay along the main direction of spread. The report describes a sequence of three principal runs reaching the edge of the development over roughly 40 minutes. The fire could therefore threaten different streets within the same short operational window. Bombers GRAF incident analysis, validated 30 September 2022

Decisions at the neighbourhood scale

Decision and impact observations documented for Pont de Vilomara
ObservationEvidence and scope
Time to River ParkAbout two hours from incident start, as reconstructed by Bombers
Protection decisionThe River Park tactical note describes evacuation where it could be executed in under 45 minutes and sheltering in place otherwise
Concurrent constraintsThe report describes a loss of water in the hydrant network and simultaneous exposure of homes along the interface
Civil protection figures4,500 people instructed to shelter, 2,000 evacuated and 66 accommodated, in the Catalan campaign review

The 45-minute window belongs to the documented River Park decision. It reflects one incident’s estimated time to impact and the ability to move residents through the available streets. Applying the same decision framework to another incident would require updated fire arrival estimates, route capacity and information about who needs assistance.

Reading the damage figures

The Catalan civil protection campaign review reports 37 homes at River Park and one at Les Brucardes in a combined category covering destruction, collapse risk or uninhabitability. The tactical report gives a separate River Park assessment, including 11 homes described as destroyed. The reports use different classifications. A damage ledger should retain the assessment source and the exact category with each number. The campaign figures for sheltering, evacuation and accommodation also describe different actions and should be retained separately. Generalitat campaign review, civil protection section

Evidence limits

The early areas and times are approximate reconstructions by the response service. The tactical report documents conditions and decisions at specific locations. An assessment of outcomes for individual properties would require building-level evidence and inspection dates.
