Why the Fairview Fire has two reported start times
The 23-minute difference is a reason to label each timestamp by source and meaning. It is not evidence of a 23-minute dispatch delay. That claim would require the original emergency call, dispatch and arrival records, not just two agencies’ retrospective fields.
